James Lowell was appointed as Director of Planning and Partnerships in July 2018.

James is a highly experienced executive manager with more than 21 years’ experience across the public health system.

Prior to embarking on his leadership career James was a successful Anatomical Pathology Technologist where he represented his profession nationally. This work led him to being involved with a number of Royal Colleges, Higher Education Institutes, regulatory bodies and many sectors within numerous Government departments. 

One of James’ high performing teams won a Guardian Public Services Award for Partnership Working in 2009, for their innovative approach to cross government working for the benefit of the service users. 

James also has extensive experience in developing performance and assurance frameworks, working in systems leadership roles, strategic development of services as well as practical experience of managing commercial NHS interests and developing regulatory and commissioning frameworks. Through his previous NHS roles, James also developed a keen interest in clinically led, collaborative service redesign and has studied international best practice in delivery of quality improvement mythologies in healthcare. 

James’ clinical background is in Healthcare Science (HCS) and was a founding member of the Voluntary Registration Council for HCS as well as being a former chairman of the Association of Anatomical Pathology Technology. He has an Executive MBA from Westminster Business School which he earned as part of his journey as an NHS apprentice and was instrumental in developing a new education system for his former profession.
